Do you mean financiel help or help with the prpcess?
Are they in reciept of PIP Mobility? That can be exchanged for a car/wheelchair/scooter.
There are charities which will help. if the person is ex-forces then approach the RBLor there may be a charity connected with their former employment.
Is the person still employed? There is a government scheme called Access to Work which funds equipment at work, transport to work and wheelchairs.

Are you trying to get mobility assistance in the UK? Outside the UK it will of course be different…
Where ever You are I would go to some of the mobility specialist sales companies and they must be very well versed in all of the ins and outs of how mobility is sponsored.

If you get enhanced mobility on PIP you can get one through the motability scheme but I know that process can take some time.
You could try asking your GP surgery if they know of anywhere that can give some financial assistance for those sorts of things.
Do you havecan Occupational Therapist? If so, they might also be able to help.
You could try somewhere like facebook marketplace, local social media sites, charity shops etc to see if they have any 2nd hand ones.
