There is an option on one’s profile in preferences for “Flair”
Anybody can now set it 
But there is only one option
I’m fairly sure that it hasn’t been user accessible very long - things disappear from the menus like the User Activity and Badges options and the Forum Rules (Which is still broken because the destination doesn’t exist - the link I copied here is from the footer of every page since it’s now gone from the menus as the fix for the ticket)
So something appearing isn’t a great surprise either
I know for a fact that after it showed up it disappeared for a while and then showed up again. It’s there at the time of writing…
Something else that has disappeared but hasn’t shown up again are the Site Stats on the About page
At one point the flair put an orange “Z” on ones avatar, then a purple S, then an anchor, yesterday it was green and black concentric circles and today it is a red circle with a black fizzing bomb!
The only way I know to set the graphic associated with the flair is through an admin action
So perhaps at the time spent tweaking the graphic associated with the flare maybe the multiplier on likes available to TL3 could be up lifted to the same level or higher as set on TL4 - Pretty please
