In my area the nhs and social care have clear pathways re stroke recovery - so you kind of know in advance what the options are so as said nothing has come as a massive shock but you can’t help but feel you have let your loved one down. I never thought we’d be in this position, well nobody does do they.

I am really pleased that your Mum is medically optimised and clinically stable - this really is fantastic news 
I am also pleased your Mum will receive the best care and support she can get and that she qualifies for CHC funding which is absolutely essential to receive 24 hour nursing care.
This is the best possible outcome and it will help both you and your Mum and it will take a whole lot of pressure from you enabling you to recharge yourself and also for both you and your Mum to enjoy a better quality of life.
